I'd pass over the weirdly weak 2♠. Most of the time partner will be able to take action. The vulnerability, position, lack of good spot cards, presence of aces and the non-standard 2♠ all suggest not moving with borderline hands, and this one is as iffy as it gets.

your partner is quiet strong but north raise to 3 ♠ and they go 1 down
