I had this hand (pips approximate) at a club's Christmas party. The scoring is total points with honors bonus counting. Systems wise, it is weak NT 4 card majors, with the only conventions allowed being takeout doubles, stayman, transfers, gerber and blackwood. Both sides vul, what's your call here?

3h showing a heart stop. I trust p to have a heart stop in the absence of a raise. I want him to bid 3nt with spades stopped. If he doesn't, i'll gamble on his being 1354 and bid 5c. We could be off as aqh but if p has no spade stop there are only 2 suits left to make up his opening bid hcp.

P did not have to bid 3c yet they did so opener should have some extra values of some sort so that would be aces and most likely major suit shortness. P could all too easily have chose 2/3n with both major suits stopped and club support so forget 3n as any jump later to 5c will make the earlier bids (3h 3s whatever) look like slam try cue bids. Our 150 honors will help cushion the blow if/when we go down in 5c and be a nice holiday gift if we make 5c. Good luck

Given your methods is partner not likely to hold a major suit stiff or (unlikely) 15-17?
I would bid 3♥ and do not think it shows a stop, just forcing and pass 4 clubs if that's all partner can do or bid game over anything else.
