I'm as much in favor of opening 1NT with a 6-card minor as anyone else. I do pick my spots, though, and I look for hands in which I have a stopper (Ax, Kx, Qxx) in 2 of the 3 side suits. This hand does not meet that standard. Apparently, though, it's a mandatory 1NT opening on BBO. Otherwise, when you rebid 3♣, North, holding stoppers in 2 of the 3 side suits and a flat 10-count, will make the dreaded, abandon-ye-all-hope call of 4♣, getting you past the only makeable game. At matchpoints, in my opinion, 4♣ should be a slam try. But that wasn't what North had in mind. No, North just wanted to raise to 4♣, the kind of bid that, if made by a human, would form the basis for a successful defense of justifiable homicide.

Yes, 4♣ not a good bid. Should bid 3♥ (I suspect shows 4♥ so that out) or 3N (no ♦ stop but what the heck)
It does have Kxx ♣ but no shape. with some shape and you having a decent 3♣ bid and 6♣ could be there.
QJ♦ isn't pulling full weight I don't think this is worth 3♣.
That leaves you back with 1N, long ago NT opening didn't need stoppers. Well you make your bid and take your chances.

Totally agree with you,yes,rebid-2N is a good option.

I would also open 1NT, both with GIB and a human partner. The H QJ makes the hand too weak for a 3C or 2NT rebid IMO. If forced to open 1C I would rebid 2C.
I have to believe and agree that just about any experienced player would rebid 3NT over 3C. No guarantees. GIB, working only from specific instructions for specific situations, lacks the basic concept that the first priority for minor suit auctions is reaching 3NT. It's quite curious that GIB will bid 2NT over 2C but not 3NT over 3C.
Not that it affects the bidding, but on this particular hand 3NT and 5C both make on the nose so no harm done.
Correction: Sorry, ducking the first two Spades allows declarer to make 4NT.
