Although OP's point is valid that North proceeded without the needed information, the bids and descriptions of South got weird.
- Unless South has two doubletons (or a singleton or void, which he can't have for his NT opening), the only way for him to have 21 HCP and 22+ total points is for his spade holding to be either Ax or xx. The actual hand has only 21 total points.
- Why does South not cuebid his ♦A over 4♣?
- Why does 4♥ not deny the ♦A. (Likely related to the previous answer.)
- Why does the 4♥ description allow for the possibility of 25 total points? Does this help provoke North into bidding too much?

Hearts hadn't been bid yet at that point, so I guess just to rightside the contract.
