Originally it was only after minor openings but is suited to use after 1H-1S as the 4324 hand is accounted for by eliminating opener’s 3-card support response

More seriously, what is the presumed main advantage of all this, allowing a very weak responder to stop in a suit part score rather than 2NT?

Yes, that is the main idea. Typical example hands are something like ♠Kxxxx, ♥Txxx, ♦x, ♣xxx where partner opens 1♦, you squeeze out 1♠, and partner jump rebids to 2NT. Now it would be nice to get out at 3♥ or 3♠, whichever fits partner best - both 2NT and game are likely poor options. Or ♠Txxx, ♥x, ♦QTxxx, ♣Qxx where on 1♥-1♠; 2NT it would be nice to stop in 3♦.
