Was 4H a sensible contract? It sounds like the Vugraph operator lost the auction and just put in the final contract. Or there was a problem at the table.

What Paul said. There would have been another auction to 4♥; they don't have the play records either.

Pass showed a strong NT and 4H was "short clubs; pick a game".

I’ve played a fair bit on vugraph. The monitor’s job is quite difficult, especially if the players bid and play quickly, which a lot do on routine hands.
Plus often times, in the end game, one player flashes his hands at an opponent, and the opponent nods, and puts his hand back in the board, giving the monitor little info.
Weird bids are explained by written notes, written in often difficult handwriting and shown to the screen mate...the monitor can’t even see what was written and shared behind the screeN, and can have trouble reading the one gape can, barely, see. The monitors NEVER interrupt the players, for obvious reasons. Personally, I tend to forget the monitor is even there, and it would disrupt my focus if he or she felt 3ntitked to interrupt to get the auction and play correct.
Hence, I ‘liked’ Paul’s comment

The bidding and systems employed by the respective partnerships are beyond conception.Perhaps only the the Monitor could reply .I have heard of a forcing pass system and so can imagine a player passing sixteen HCP .The 4♥opening bid asking partner to choose the contract is a bid which perhaps needs an alert and must have been described in that pairs card under defense against forcing pass systems.P.S. It must have been a slight misprint on the part of OP to have given 14 Cards to the 4♥bidder.
