Was this a basic GIB? If so, just business as usual. I remember one of the first times I played one of the free robot games and ruffed something and my LHO GIB underruffed for no reason at all.
I also like GIB East's spade plays in not overtaking either of partner's spade plays.

Yes, it's just standard GIB behaviour. If you had the diamond queen (probably "guaranteed" given your bid) instead of the club 4, for example, then which heart GIB plays is irrelevant double dummy.
If basic GIB only does a tiny number of simulations, then once in a while all of them will be exceptions of the form above, and it will therefore choose a heart at random.
