For those in the business, that's what they call a "sound" 2 bid. Never double East because they always have the goods plus extras when they bid.

LOL twice rebiddable clubs, twice rebiddable hearts and so on. Is it simulation or a flaw in the table?

Getting to a good result on the hand is rather tricky, because any reasonable forcing bid by East is probably supposed to be greeted by a NT bid by West, then if North finds the diamond you are doomed. Perhaps East is supposed to just pray west has some help of some sort in both suits or they lead the wrong thing or they only have 4 cd suit to run off top and just blast 3nt? Certainly you want the doubler on lead here.

It apparently has zero reasonable options available at 2nd turn, doesn't know how to make a generic force, most of the definitions here seem to be pretty wacky:
  • dbl = 12+HCP forcing to 3nt (which would I suppose work here, but for some reason isn't high enough priority to be chosen)
  • 1nt = 9+ HCP, 12- TP, stoppers
  • 2c = 4+c, 4+H, 6+
  • 2d = 4+H,4+D, 6+
  • 2h = 5+H, 6-12 total points
  • 2s= game try hearts, 5+H, 10-12 total points
  • 2nt = GF with stoppers
  • 3c = 4+ H, biddable clubs, 6+ total points
  • 3d = 4+H, biddable diamonds, 6+ total points
  • 3h = law, 6+H, 9-12 total points
  • 3s = generic forcing with 5+H
  • 3nt = 4-5 H, 14-21 HCP (!), stops
That seems all very weird, duplicative and haphazard. I guess support rdbl auctions are relatively rare so this hasn't been debugged much.
So my suggestion would be:
  • meanings of dbl, 2s, 3H are kind of linked. If dbl is just strength showing (shouldn't be GF, just 4cd H and maybe 9+ or 10+ pts?), then I suppose 2S as a generic heart game try and 3H as a preempt is OK (but range should be lower for 3h, 6-10? TP, 8-HCP?). If dbl is penalty showing some hand with 4 spades and values, then 2S should be generic force and 3H should just be the game try hand.
  • 2H cap should be lower
  • 3H cap should also be lower, if 2S is the game try
  • non heart bids other than perhaps the 2s if artificial GT should be capped at 4 cd H if making NF bids
  • 2c obviously needs upper limit, 6-10 tp?
  • 3c should be inv with 4H, 5+C
  • 1nt/2nt/3nt should be redefined with less insane and non-overlapping ranges
  • 3s/4d should maybe be splinters with 5+H?
  • 2d/3d should differ in some meaningful way, not sure if both should actually show diamonds.

I would think double and 2NT would be a 2 horse race based on the bad choices.
