2♣ is probably the normal bid. I see nothing wrong with 2♦ on 4, everyone knows 1♦ almost always has 4+♦

♣ is a game force for many of us, but if it isn't for GIB then that is the obvious bid.
Otherwise 2NT makes sense, it shows points and denies 4-card majors without promising stoppers.
Not what South wants to hear with a hand like his, but flexible enough.
