North's 2S is a limit bid which completes the description of his hand. It absolutely does not promise a GF hand, and as South has denied extras North has no alternative call over 3C than Pass. How else can South insist on playing in 3C?

What was 2NT over 2♠? GIB sometimes has those surprising sign-off bids, like cheapest minor or next step after reverse.
