Would you describe the typical selection committee as disinterested? In countries with a small elite base (such as England but even probably more so in some other countries) there are inevitably friendships and often enough family connections involved. I would imagine it is practically impossible in many instances of finding a group of selectors with no biases whatsoever towards all of the potential candidates.
