It therefore strikes me as unfair to rate the midnight speedballs, where everyone is drunk and psyches on every board.

As for tv, screw it. You aren't missing anything. -- Ken Berg
Our ultimate goal on defense is to know by trick two or three everyone's hand at the table. -- Mike777
I have come to realise it is futile to expect or hope a regular club game will be run in accordance with the laws. -- Jillybean

Your second sentence strikes me as the problem.

As long as everyone is drunk, there is no problem. It's those saddos that are targetting speedballs to improve the rating that are the real problem.

Aren't they the only events at Brighton that permit Level 5 (c.f., SuperChart in ACBL) systems? And therefore perhaps should carry a premium?

I'm still wondering what the answer to this question is. Most local leagues base their promotion and relegation solely on performance in the league, so it would be unusual for any other factors to be taken into account.

While this is not great, the county committee may not have much else to go on. If there were a star on one team, or a pair that had had lots of recent success, that would be one thing, but lacking anything like that, using the ratings was marginally better than flipping a coin.
EDIT: Sorry, none of the above makes sense. Can there be a good reason not to promote the highest-ranked team in the second division (who were not already promoted)?

In the English Premier League team changes every season means that the Selection Committee does not use this criteria.

In the case of a bridge league I would expect the same process to be applied. If a promoted team was unable to play then remove their promotion place and promote instead the highest finishing of the remaining 2nd dividion teams. If it is a 1st division team then treat them as having been relegated and reinstate the highest finishing relegated team. It is difficult to see what could be simpler and it is amazing that this scenario is not written into the league regulations. What on Earth would they have done had this happened before the introduction of NGS?!?
