Why invite?

If GIB is going to go to game after partner declines an invitation, why does he bother to invite in the first place?

Usually if you make a forcing invitation bid, then bid game anyway, then you were actually inviting to slam.

Do you think that was the case here, seeing the North hand and knowing that South had already limited himself to 15 total points?

If you had the same hand but king of diamonds instead of king of clubs, and swapped ♥Q with the ♠K, wouldn't you have a pretty good shot at slam? That's a 12-count.
