12- or 14+, but never 13 total points?

After I open 1♥ in first/second seat, pard shows 12- total points with 1NT or shows 14+ total points by going 2/1. Shouldn't one or the other include the possibility that he has 13 (non-balanced) total points? (This is a by-product of a non-GIB thread where there was disagreement as to whether a particular hand was worth a 2/1 response.)
