Can't get to slam

I can't find a discussion of GIB's requirements for opening 2♣, but the convention card says "22+ HCP or 9+ tricks". I see 10 tricks. Even if you don't open 2♣, slam should be reasonably easy...

If there was ever a use for opening 5♠, this might be it. The hand isn't strong enough in terms of HCP; I prefer 16+ if distributional but this hand is THE exception. Of course, I would easily find this slam if playing Precision... (hint hint for how to upgrade GIB next).

Really!! For most 5S says raise 1 level wit every S honour you have; as I have AKQ I don't think partner will raise at all. I agree with an opening 4NT, or similar, Ace ask.

Most people don't open 2♣ with freak hands that have lots of tricks but low (relatively) on HCP. It has probably been hard-coded that GIB needs a minimum HCP to consider 2♣ as an opening (maybe 19).
