Two bids, same meaning

In the balancing position (when I bid 3), both 2 and 3 are explained as showing 5+C, 4+D and game-forcing values. I don't know what's best for those two alternatives, but it seems clear that they shouldn't have the same meaning. (Personally, I think 3 should be "bid 3N if you have a spade stopper", but I don't know whether that concept is in GIB's repertoire.)
