Admittedly north bid quite carefully, but I think that is a reasonable thing to do given the suspect nature of 3C, he is aware that 7S might be superior to 7C so I think bidding carefully would be indicated. His partner might also just have a 7N bid sometimes (add the CJ), and winning 2 free imps is worth not being lazy.
