The book bid is 3♦; this ostensibly shows 15 points, but the actual criteria is a function of the suit quality, which we can't express in the explanation language.
Then it did simulations to choose between P, 3♦, and 3♠. In most cases, NS bid 4♥ (or more) so its choice didn't matter. There were only a handful of hands where EW were allowed to declare. For some reason, in lots of the simulated hands West had ♠ support, so 3♠ didn't get punished as much as 3♦.
