The book bid is 3; this ostensibly shows 15 points, but the actual criteria is a function of the suit quality, which we can't express in the explanation language.

Then it did simulations to choose between P, 3, and 3. In most cases, NS bid 4 (or more) so its choice didn't matter. There were only a handful of hands where EW were allowed to declare. For some reason, in lots of the simulated hands West had support, so 3 didn't get punished as much as 3.
