simple claim

Hearts are trumps.

Dummy is on lead with T6, high J

Declarer has small spades.

Declarer claims the rest, thinking there is one trump out.
West has 95 and a high club.

Is this 1 or 2 tricks to the defence?

I think one, provided declarer mentioned the fact there is a trump out. If not, then two.

Oh wait... maybe two even if he does mention it! Because then he is obviously going to play the trump 10, and he then thinks there's no trump out, so supposedly there's nothing wrong with cashing the H6 before the diamond - in which case West takes the last two tricks. So yes, 2 tricks to the defence.

2 tricks. It's basically the same as if declarer had played the T, thinking it drew the last trump, and then claimed with "My hand is good". If he thinks his hand is good, it's just as normal to play 6 J as J 6. The latter is superior, because it caters to miscounting, but that doesn't make the former irrational.

I guess I agree with 2 tricks. However, the rank of the pips may be relevant.

Let's say declarer is at least aware that 9 is out, calls for 10. When 9 does not appear, he may be entitled to reason that West still has it, therefore lead J.
It would be clearer if dummy had A6 and knew that K was out.
Would be good to get some idea of declarer's awareness of the trump suit. Not so easy.

On a related matter, if declarer has 53 with West's stiff 4 the only one out, can he be assumed to lead them "from the top"?

If his claim statement makes it clear that he is planning to draw the remaining trump, I'd interpret that as playing them from the top.

If his claim statement had been something like "draw the 9", I might allow that reasoning. But if he just says "draw the last trump", I'm not going to allow a later clarification that includes "Oh, I meant the 9, so obviously when it doesn't show up I'll play to allow him to ruff with it."
