North (dealer, V vs not) opens a weak 2♠ - 6-card suit, 6-9ish (10 max) hcp.

After 2 passes do you reopen with West?

You do have ♠ shortage, so maybe need to protect pard's potential penalty pass, but you are "a bit minimum" in the hcp department (understatement!), and don't want pard to get "carried away"!

Do you reopen with double, or pass meekly?

Whats the scoring ?

At mp i would be tempted but at imps i would definetely pass. Pd did not make a move and eventhough i love to balance, i dont think i have enough shape or strength to offer a 3 level or doubled 2 ♠. Most of the hands that we can make a partscore contract pd will probably bid game, because we are not coming from pass.

I wish I could, but I can't. Subminimum, a second spade, no fourth heart, no aces... too many minuses for me, even favorable at matchpoints.

i definitely balance with a X at MP. Limited downside white on red, and the upside is pretty good. Hell, even -100 in 3X might be a fine score for us.

I would double here too (although only at matchpoints).

You mention not wanting partner to get carried away; the easy solution is to make sure partner understands that you WILL balance light (and you will expect him to balance light as well), and to account for that in subsequent bidding.

If a "rule" will help, tell partner that you are going to borrow a king (3 points) from his hand, so he should downgrade by that much in follow-ups.

I would pass, we just don't have enough. Your opponents know it's matchpoints too, it's not hard for them to double in this spot.
