I like the rule that I heard from dburn which says that you should always open in 4th because your 3rd hand opp would have opened if it was their hand, but of course I don't follow it blindly, in particular some RHO's would never even consider opening on the 1 level with less than 12 hcp's, even in 3rd seat.

I play my 4th seat jumps heavier than a lot of forum posters do - I aim to be within 1 trick of my bid, usually - so for me this hand is between a half-trick and full trick shy of a 3C opening. If my long suit were anything else I'd open 2 of it.
3C is an understandable option.

If we were red vs. white, then I'd definitely bid because I expect partner to have the best hand at the table. If we were white vs. red, then I might give more thought to passing as partner may not have as much for me.

The openers are definitely right on this one. I doubt partner would bid the cold 3NT opposite 3C, but EW are certainly in line for a plus score.
I passed, a decision I now think is mildly irrational. At the table I was swayed by the spade shortage.

Actually this is a matter of style...for me pard cannot pass andhold the west hand.....as I said before pard cannot have ten hcp and 4spades and pass at this vul.
I mean there is a reason to play the rule of 15 if pard cannot hold these hands and not to play that rule if pard will pass these hands
