Well, I think there are some problems with the idea, but I respect him for throwing it out there. It's worth discussing.
The first problem is it's the wrong scoring. This idea would be much more fruitful at MPs.
The second problem is your partner is quite likely to look at ♠xx and think, "I don't have one of the suits stopped" and bid 4♣ but this could be solved by prior discussion.
The third problem is your partner is a passed hand so really I think you should have something outside to make it more palatable.

IMO Apart from bad luck, you could blame West or sloppy methods.
A useful convention is that a 4th hand 3♠ opener shows a minimum opener with a (near) solid suit.
Failing that, West and East might improvise ...
