You play 2/1 (1NT can include weak 3c):
1-(pass)-1NT-(3 weak)

Double, pass 3NT and pull 3S and 4K to 4D. Cry after 5K.

Keeps 3HX and 3NT in the picture but has risks too.
and the result can be plotted on a graph.

I don't like to cry, so despite the elegance of Han's solution, I choose a pedestrian 4 and cry later when we compare scores and 3 NT or 3 X had been our best spot.

Some people play constructive raises.

They work fine so long as the opponents don't steal two levels of bidding.

Two very pertinent questions! I think some play bridge in a two handed vacuum.

When did North have the time, with one hand on his cards, and the other hand available for the bid box --- to be playing with himself? this could have been a 1-2-4 auction.

North was GIB's older brother (not the newest version of Jack).
System is 2/1 with constructive raises. So 1NT is normal.

1S-2S <??> We found S-fit no chance we mis-bid this hand. 3H can only hope to induce an underbid or overbid. Much less likely to gain.
1S-1N <??> We show no fit, suggest no fit, suggest little power. 3H can hope over-/under-/mis-bid quite likely. Near sure to gain.
Raise with fit. It works.
