Lets say you have a hand with ♠KQ doubleton and an additional scattered 2-3 points.
In what circumstances would you raise to 2♠ opening, if any?

See no reason to make a simple raise even with a good doubleton...
specially since my 1NT is forcing and the 2S rebid show a doubleton...

Other than that, um, if the next player is jumping up and down in his seat with his hand on the bidding box, maybe. I think it's more of a psyche than a judgement call outside of competition.

Same thoughts. I'd easily make a 2♠ raise here, but because 2♥ would show a normal 2♠ (semi-constructive or constructive) raise for me.

I would do it in comp if:
I had a GOOD hand like KQ xxx Kx Jxxxxx after 1S-(2H) or something, where I felt I had to bid but could not make a X.
Or with a bad hand after 1S X w/r if I had agreed 2S showed a garbage raise and could be on a doubleton (I believe meckwell always alert that auction as could be a doubleton).

opps might end up playing the hand and p might get the wrong inferential count early. if i can show a delayed raise, that might be different...

My one exception is after 1♠ (x) where I can bid 2♠ as a bad raise, because this keeps partner from overcompetiting if he is smart, and also causes the opponents to misevaluate and perhaps think they have fewer spades than they do have.

No, but I do not have agreements with my partners that 2♠ can ever show a really awful hand.
I do it occasionally when partner has overcalled 1♠, particularly if RHO just made a negative double.
