Hard to keep silent, but even harder to decide run or not after 2H been doubled. So, not happy, I would pass.

With no other tools, I would double to show my 8 HCPs.
There is a significant risk, that they leave this double in and make the contract via club tricks, but I will take this risk.
If they run to two club, I will give a take out double.

2♣ for majors is a very useful tool for this position, i strongly recommend it.

I like 2D (partners minor) to show major suit t/o. This is a fairly common treatment in NA. Some play other methods over this, Hello etc.

Ok, if a 2nd double of clubs is t/o
it would be great, but in my opinion
this 2nd double is penalty.
Following the simple rule, if we
have made a penalty double, all
following doubles are for penalty.

Of course if you have a way to show majors you show majors, but the point is what do you do when you can't show majors. I would bid 2♥. They are better and leave room to run if I decide that is wise. I have no particular rule about this, some other 5-5 hand I might try 2♠.

This isn't easy at all. I'll take the rosy view and try to describe my hand, in spite of the misfit danger: 2♠, followed by 3♥.

I think the key point on this hand is to decide whether you want to compete to the 3-level if LHO competes in clubs.
If you do, then you must start with 2♠, in order to get both suits in. If you don't, and I can understand why you might not want to, then the decision is closer, but I suspect that josh's choice would be the popular expert call.
Of course, I also suspect that most experts have ways of showing these hands directly (I use either 2♦ or, with one partner, 2♥ as both majors).
BTW, there is, in my view, good reason to expect partner to fit a major, since we have relatively good diamond length and unexpected diamond strength, suggesting that partner's diamonds are not very long, and that even if he believes in 1♦ on 4=5 minors, his diamonds are too weak for that approach.
That is why I choose 2♠: I intend to compete via 3♥...
