Btw, is it universally standard that the sequence by the strong hand shows here shows a hand that allows for a pull of 3N (as opposed to a direct 3N, which might have two hearts only, maybe based on a running minor)?

I still don't see the South hand pulling, he has such bad hearts and even a little help in spades. It is close though.

In fact, most of us would even agree it's ok to use one in this hand (maybe not ideal, but ok).

Erm... no, I bet that most will agree that it is not ok. We skipped out of class when Ben explained how we have to evaluate hands.
Please note: I am interested in boring, bog standard, 2/1.

With such as spade holding and the opps knowing what to lead, I think it better over 2N to bid 3S. Partner can't have a spade stop and we are highly unlikely to have 8 running tricks after the spade lead so the object is to find a home.

I pass any 4-level ibid partner makes.

I do not agree that after 2S, your P should double. That double seems to show 2 minors. If this hand is weak for your convention to bid 3H directly, maybe I will agree with 2NT, but transfer to 3H after 3NT.

However, i do not like the 3NT after 2NT, N can not see 9 tricks if his P has a weak hand, I prefer to 3C and will be satisfied to a part contract.
