Is programmer's fault.
Take an example of a hand where dummy is
AQ spade and declarer is
2 spade and A hearts
And from the bidding you know where the King a spades is and finesse is working.
The computer will see taking the spade finesse and leading A♥ then A♠ as completely equal play
So the computer will use it's method of ranking equal plays to decide which one to do.
So in your example the robot determined incorrectly that playing the 9♦ would have the same result as playing small. It was wrong!
