As you are a self-described admirer of Walter the Walrus, I'd hope you would bid 3NT and apologise afterwards "but I had 21 points partner!".
I would bid 3NT at IMPs but pass at pairs.
There is a good chance that partner has 3 or 4 hearts because RHO did not raise at green. If partner has four, then your prospects of cutting communications between the defenders and keeping out the opening bidder are pretty good.

2 things, if partner had clubs, you were playing 3♣, so I think I'd have bid 3N first time.
You have potentially wrongsided 3N, this is why we use 3♦ as the weak version and 2N-3D as the better one. Hom much are you going to enjoy Q♥ hitting the table ?
You don't need much for game, ♦ Qxxxx and another ace or king which is definitely a bad hand.

Hi,
Partner could have nothing.
Having said that, you bid 3NT, for that matter you should have bid this the round before,
you dont want partner to pass 3C.
You have 21, opener has on av. 6, you give p the half of the remaining points, that would
be 6, you end up with 27, you want to be in game.
Obviously the T/O did not work out, happens, and sonmetimes you go down in game with 27.

I don't agree with 3nt first round. Parter is an unpassed hand, I have 4 spades and 3nt kills the auction.
3nt now, I'm prepared to say Sorry Pard.

I hope you understood, that my comment was, that I would have raised 2NT to 3NT.
Bidding 3NT instead of making the T/O is a different story / dicussion, and comes down to preference.

I empathize with your partner when 3N (not bidding 3N ought to require you to hand back an ace every time you pick up 20+ hcp) comes back to him. He should be puzzling over what kind of hand bids 3C over the lebensohl 2N and yet bids 3N over 3D.
He’ll be puzzling in vain since I can’t think of any reason for bidding in this fashion, with this hand.
Btw, the sequence to 3D doesn’t show a ‘bad’ hand per se (depending upon one’s definition of ‘bad’). It merely denies whatever your partnership requires for a constructive but non-forcing direct 3D. To me, 3D could be on as much as an indifferent 8 count with short(ish) diamonds.
As for wrong-siding notrump…two points. Bidding 3N directly pretty much rules out finding even a 9 card spade suit unless we catch partner with a strong hand (3N doesn’t promise a balanced hand, although it may be based on one. What would one bid over 2H with Kx Kx AKQxxxx Ax? Not bidding 3N would be very strange to my eyes). Heck, 3N might miss a 10 card spade fit if he guesses to play us for the ‘I rate to have 9 winners’ hand.
The second point is that LHO didn’t raise. Given our hcp one can’t read too much into it but the opps are at favourable. I’d be very surprised if west held Axx in hearts. I’m not overly worried about a heart lead through my king

Sorry, I wasn't clear, I was suggesting bidding 3N over 2N and that gives partner a chance to bid spades if he has them
What are you going to do if ♥Q hits the deck, partner has xxx, does the opening leader have QJ10xxx or AQJxxx ?
