Suppoe you use 2/1 system, how do you plan to bid this hand?

You’ll need to lie at some stage. 4441 especially that powerful are hard to deal.
So either you treat it like a balanced 23 like hrotgar suggests.
Or like a mm or m+H 2-suiter, reversing or jumping depending on what you and partner did. In all cases, the hand is too strong to splinter if partner bids 1H.
Some might even fake a H 5-carder and open 1H.
I’d go for 1C as it is unlikely it gets passed out and it is the most economical bid. Planning to reverse in H.
Switch the S and a minor K and I’d go like hrotgar.
So either you treat it like a balanced 23 like hrotgar suggests.
Or like a mm or m+H 2-suiter, reversing or jumping depending on what you and partner did. In all cases, the hand is too strong to splinter if partner bids 1H.

There is no answer that will always work.
This might work. If you open 2C I think that it is the best plan. But you can't blame partner for raising to 3NT holding QXX XX QXX QXXX X with 6C cold.
The other option after a 2C opener is to rebid 2H, but this does promise another heart. At least the hearts are good quality. A Moysian in hearts might be playable.
Opening 1C or 1D is likely to be better - as long as someone bids. I prefer 1D, since opps are less likely to pass this out. Having opened 1D, I would splinter over 1H or 2C (yes it suggests fewer values but it is descriptive), I would reverse over 1S and jump to 3C over 1NT.

I'd probably open 1♦ knowing I have the luxury of rebidding 3N over 1♥ to show a massive 1444 or 4441 (we don't play 3N as a long solid diamond suit like most people, and it means a lot of other sequences now guarantee 5♦), over 1♠ I will bid a GF 2N, then prob lie and show 5♦/4♥. I could open 2♣ but would have to rebid in notrumps, not sure if I'd show it as 23(2N rebid) or 24(2N via kokish), we actually don't play 2♦ waiting so the sequence is slightly different.
In 2/1 I suspect you have to go the 2♣ route and rebid NT.

I would probably not bid 2♣ here because I dislike the idea of showing 4 card hearts (especially when playing Kokish) and dread the inevitable transfer to spades if I bid 2NT.
I also dislike 1♣ because playing 2/1 our normal and functional agreement is to open 1♦ with minors 4-4.
I would take my chances with 1♦, ready to rebid 2♥ over 1♠.
It would be comforting to believe this, can you explain why?
