fast arrival or not?

Does fast arrival apply in all game force auctions? Only those with a fit, or when you are about to show a fit? Or never?
Say 1 = 16+

1 - (3) - X - (no)
?

Responder's double is takeout, clearly GF. Can be Thrnt, if you play that.
I'm giving opener a 1-suiter with six s.

Which hands bid 4? Which hands bid 5?
Is at sensible for 5 to show extras, hoping responder can take a punt?

Let's say you bid 4 on a range of hands. What do responder's bids mean?

4 - offer to play with five s?
4 - good diamond raise? Does it imply a spade control?
4NT - is this natural? (A good 3-4-1-5 or similar)
5 - natural I guess

Your opening was artificial and you had a very high preempt.
I don't think you can afford to be as specific about hands as you are trying to be.
If club or diamond 1 suiter you have more bids available.
However, what if opener is a 2-suiter, 3-suiter, 5431 or balanced? What then?

That 3 pre-empt has bounced players out of the right decision many a time, but using the principle of fast arrival in this type of auction where 1is strong is dubious at best, in my opinion.

Fast arrival is principally used for weak hands with a known fit. Here you don't know if you have a fit, and as steve2005 rightly says, opener could have a big variety of hands for his 16+ opener, and to a lesser degree responder could have quite a selection of different hands for his GF takeout double.

too hard. maybe 4d has 3 fast losers, 5d 2, and 4n for 1?

hands like this are why precision is not very popular.
