It is a part of GIB system that we have to live with for the time being.

All direct raises, however pre-emptive, come with a total points price-tag. Lacking those requirements (flexed perhaps by one or two TP) you have systemically no choice but to pass initially and then later bounce in to show the hand with fewer TP than any direct action would have shown. This seems to apply throughout the system.
Psych (pron. saik): A gross and deliberate misstatement of honour strength and/or suit length. Expressly permitted under Law 73E but forbidden contrary to that law by Acol club tourneys.

The hand was played 8 other times... One South played 4Hx+1=690, 6 played 5Hx=650, 1 defended 4S-1=100. So, 12.5% for me.

Currently

1M - X - 2M/3M/4M are all semi-constructive starting from 5+ ( and up to 10 ) points, and 3/4+ cards
1M - X - 2NT is the only LR+ forcing.

What the heck else could the bot have? Granted, the initial pass was bizarre, but after the pass a jump to 4 must be something like this.

Agreed, if GIB joins the table after West's pass, say in one of those Express Tournaments, he should bid 4 then. My post is to suggest that if he's at the table a round earlier (which I happen to know he was), he shouldn't make his "bizarre" initial pass.

Nice try.
but I think those are some hard and complicated work since there are some differences between old and new bidding system.Gib uses old standard bidding system .
For example at below:

1- responsive rule:

Gib: up the line
New: Walsh

2- jump raise
Gib: limited raise
New: preemptive raise

3- 2/1 response is game force,complete?
Gib:no
New:yes

So it is a complicated things,you need to consider the whole bidding system.
