Gib wrong double and wrong responsive bid

Here Gib need to set up bidding reles.
Gib N double have showed 4-4 unbid suits,after 2♥,Gib double without fit in ♠,what is Gib E doing?
And strangely Gib W jump bid 3♠ only with 5-card ,which is alerted as 6+♠,why?
