I realize it's not what you're asking, but would you prefer E to overcall? If anything, I'd expect a TO double.

Yes, I would prefer East to overcall 2♥, but my bidding style is often not "modern", so I asked rather than opined. I suppose I could have instead said:
"Six of seven human Easts took initial action. What are GIB's requirements?"
Also, now that I look at it, should the description of 3♥ be somehow restricted by East's prior pass?

another question. why doesn't north make a short suit game try? GIB plays 2-way game tries this would seem to be the perfect hand for one.

The formula about overcalling consider relation between suit quality and points.
Kind of complex, where with such quality like K9xxx it needs 13+HCP.
With Jtxxx it needs 14+HCP.
With K10xxx it needs 12+HCP. ( as here ).
And similarly up/down. ( it will vary from 9 - 15HCP based on these combinations ). Applies for minor overcalls as well.
About TOX it's not expected currently by GIB to make TOX with 5 cards in OM and less then 16+HCP.
