To add a bit more....if needing a board/feeling fiesty the east hand is not far off just opening 4♠, although it isn't really classical shape it's not a bad shot.
3NT is right out for W, since even if ♠ run for one loser (in which case 4♠ is likely to be fine), you have no guarantee of an entry. I can't prove it, but my gut feeling is that if 3N is making, 4♠ is practically always making, but not vice-versa, and if both contracts are down 4♠ is probably down less.

I'd open 4S as east at these colors.

btw what is the correct % way to play the spade suit, finesse the 9 or the Q?
I would say finessing the Q better as it works whenever north has K AND double bonus when south has Jx?
but probably wrong!!

I think its better to finesse Q but making totally contradictory arguments so will just say my opinion rather than any reason!!! Just gut instinct!

At these colours I'd open 1♠ or 4♠, not 3.
When they lead A♣ and switch, you can work out that clubs are 4-3, I wonder how valid a trump reduction play is which may mean you don't have to guess the trump honours. It works as the cards lie with everything breaking.
