It is my understanding that 2NT shows 12-14 or 18-19 HCP

If 2♦ bidder has 17 pts how should auction proceed???

This my question. Also what should other bidding after the 2NT bid mean?

If responder has 17 and opener has 12-14 or 18-19, things are easy.

2/1 bidding here is a natural thing. 3C is a suit, 3D=more diamonds, 3♠ shows a spade fit, and 3NT shows a desire to play in 3NT.

If Responder has something like 2-3-5-3 and 17 HCP, he rebids 3NT ---having figured out that 17 + 14=31. Opener will move over 3NT with 18 or 19.

Easy solution, which is also consistent with the last post. If you are responder just pretend partner has the 12-14 and bid accordingly. If he really has the 18-19 he will let you know.

.... so you bid 3 NT with 12-17 and partner with 12-14 will pass or bid more with 18-19...
If you fear that you will miss a slam opposite 12-14 if you bid 3 NT now, you must consider a stronger move.

I agree your proposal,play 2nt as 12-14 or 18-19hcp.
As to responder have 17pts:
1-if with balanced hand and extra values,you can rebid 4nt for quantitative.
2-if with unbalanced hand,you can rebid 3d with a decent 6 card suit and slammish, or rebid 4 card other suit, or cuebid in advance.
