Penalty for insufficient bid lead directing?

We had the following auction:

2D-(P)-2N-2S*/P
3D-AP

the 2S bid was changed to pass

Is there an opening lead penalty because of the changed bid?

Yes. The specific penalty depends on the meaning of 2.

2S being natural. Had my partner bid 3NT, could she have forbidden the 2S bidder from leading spades? Could I (as the 3D declarer) prevented her partner from leading spades?

No. Yes. In both cases, see Law 26A2.

Read 26A2. There are no restrictions on the player who made the insufficient bid. Declarer may either forbid or require a spade lead by the offender's partner at the partner's first turn to lead. And if he chooses to forbid, it lasts as long as the partner retains the lead.

It's easy to remember because the options are similar to when the partner of a player with a major penalty card gets the lead.
