South doesn't have his 3 bid, and he shouldn't pass a cuebid, but... What's up with the 8-11 8421HCP explanations? And the 5 cue bid? Wouldn't this have been a good time for RKC?

Probably, but 4NT followed by 5 won't likely solve hearts losers danger. Could be +.

5 looks like last try and if player bids 5, GIB would be happy to bid 6. And over 5 could bid 5 so still one more chance if opener has + to push once more.
