By responder it is penalty-oriented - some sort of good hand with no fit for openers suit and uncertainty what to do. Basically a "partner please do something intelligent" bid.

#1 I dont think there is an expert consensus, there may be a majority consensus here at BBF,
but I dont thinks there is an expert consensus.
#2 I dont think it really matters, what kind of natural system you are playing.
#3 A common agreement is, to play ALL doubles at low level for T/O, it is upto you, what you
define as low level.
#3 has the advantage, that it is simple, the disadvantage, that certain sequences scream "penalty",
and if you cant say - let it scream -, than you have to define your exception list.
You could also say, the double is always for penalty.
The NT bid in the given seq. does not contain a lot of shape information, either side may still
be intested to find a fit in the two unbid suits.
And even if the NT bid denied 4 cards in a specific suit, than the NT bidder may still want to
go looking for a fit in the unbid minor, as long as he has secondary support for openers major.
In the end take whatever you feel most comfortable with, if you cant bear it to miss a penalty
try to maximize the ways to make a penalty double, if you cant bear to loose the part score battle,
or if you are a LoTT addict, go for T/O - we go for T/O.
