Without a special agreement, 1♦ is clear.
I play with one partner that a 3 of a minor preempt shows a suit headed by AQ or AK or better. With that agreement, 3♦ is very tempting.

Yeah, most people opened 1♦ at the Tolly, we got the pair that opened 4♦ and hit the jackpot.
The next hand is (small cards may be wrong, but the sense is right):

I would rather be bidding over 1♦ obviously (how is this a question?). I would bid 4♥ over 4♦ and don't think it's particularly close.
Anything but 1♦ on that hand is pretty weird to me.

1♦ is obvious imo. Sometimes a wrong call can hit the jackpot...

Obvious 1♦ at this vulnerability . Might be tempted by 5♦ at favourable. 4♦ would not cross my mind.
