(P) P (1N) ?
(1n = 15-17)
Your system (set in stone) is:
2♣ single suit m or M+m
2♦ Majors
2♥/♠ natural
X = penalty
Your turn?

What if partner doesn't like my majors and bids 3C? Think I will leave it alone ---hoping my tricks and her clubs will do the job.
What if the reason for the thread is because partner didn't alert 2♦ and "raised" to 3 in competition or otherwise? If this turns into a L.A. mess, mark me down for 6♦ as the only alternative I would permit.

After 2♦ partner bids 2♠ and over 3♦, 4♦

O.k., 5D. Pard saw the auction and should raise to 4D on as little as JXX XX QXXXX XXX.

In any case, we would languish in 4 Spades.

I think you want to be in 6♦ even opposite that heap.
♦2-2 and ♥ no worse than 4-2 is cold
♦3-1 and either major suit 3-3 with the other 4-2 is good enough with some other chances
On the actual hand, partner has an easy 4♠ and I'd bid 6 once I discover Q♠. It might just be close to no play (if partner is 4333 with 3 small hearts and no J♠), but partner didn't have to bid 4♠ opposite a known club shortage so he should have something useful, and if he has ♠QJ the finesse will work, if he doesn't, leading the Q from dummy will hold losers to 1.

What to do next? Obviously you cannot pass, your hand is far too powerful. You can't bid 4S, since you don't even know if partner has 4 spades. He could easily be 3-2-5-3, and slam in diamonds could be cold while 4S is down. So you want to bid more, but not insist on spades and make the best description of your hand.
3D seems right, although you could have a bit less than this for that call. If partner bids 3S, you'll still have a decision, should you bid game or pass? Fortunately partner has a really good hand for you: a spadefit and three useful highcards. Certainly he'll bid 4S.

Any system showing both majors has the same problem, that's not unique to the 2D bid.

I think that is a bit of an overbid. As mentioned, you have some scope opposite a 2C "Landy" bid. Another system of defence (not necessarily better overall) is to use 2C to show Hearts and a second suit, 2D to show Spades and a second suit, and start by showing the shorter of two majors. I only mention it because whatever its merits it is quite popular and also finds the longer major.

X - penalty.
If you play it, than make the bid, X showes the values of the hand,
if you bid something else, you deny the strength to make a penalty X.
Given your club shortage, you are not afraid, that you wont be able
to show your suits.
Switch the spades with clubs, and I may start considering to sell the
hand as 2-suiter.
