Depends on partner - if I am playing with someone with whom I've agreed to ALWAYS reopen up to an overcall of 2 if at all reasonable (proper takeout shape yes, two-suited or single-suited or length in their suit, no), I'll just bid 3. If we didn't specifically agree this I'll assume partner has a decent hand and pass if they are vulnerable (decent chance of 200 or more even if we have a heart fit), still just 3 if they are not. A small rearrangement of my hand might encourage me to bid 4 - say T5432, AT432, J7, 7 instead - this would make easily opposite something like 6, KJ65, KQ965 AQ5, but the original hand would have a bit of trouble (you will be sweating a bit if the opening lead is a club).
