Why doesn't West bid 2NT over 1?

After North's 2 bid and East's double, I think 2N should be a suggestion of a place to play (12-14), not the 12-22 total points in the description.

Just out of curiosity... would West GIB now bid 2N after all the updates?

usually it seems when GIB bid two suiter like Michaels or 2NT
the textures of its two suits are pretty good, just not 5-5.
So if it had AQ or AK of then it would bit 2NT.
just my observation on the hands I have run up against.
As opposed to humans it wants to give its partner a chance to make
the contract :unsure:

Due the vulnerability it needs 16+TP ( has 14 now ) to bid 2NT promising +.
