2NT is jacoby, 3H shows better than a minimum opener
Do you consider moving in this spot with very weak holdings?
What kind of hand do you have to have in order to do this?

Just because your opponents are having a strong auction doesn't mean you should bid. Either they are about to play 4H with more information than they would have otherwise (bad at matchpoints), or you are telling them something about how to play 6H. Also you could just go for a number obviously.

That doesn't help opponents much (especially random number of honours outside of spades). Its not great to bid earlier in auction - possibly preempt though its pretty bad and gives partner a suit of sacrifice.

I can't imagine bidding here. If its right over 3♥, its certainly right over 1♥.
Put another way, if you are tempted to bid on the 2nd round, maybe you should have taken a call on the 1st.

So give yourself that spade suit and take away the 14th card somewhere. Even 2S over 1H would have been enough to screw up J2N and let pard do any further preempting.

I can imagine there might be a few other hands at favorable, be willing to risk acting in a GF auction that weren't initially. But there can't be very many of them.
