Card played dummy ACBL

Opening lead 8 and dummy holds 1095 of spades
Declarer says 5 and pauses 1 sec [while dummy pick up 5] and says "no wait" .
Another 3-4 seconds past and now says "no play the 9"

Is this permitted?

You may change cards "in the same breath" without pause for thought. Basically this means you are allowed to correct yourself if it's obvious you literally just called the wrong card.

That dummy picked up the 5 is irrelevant. However, there was a pause for thought, so clearly the answer to the question ("Is this permitted?") is "no".

You may change unintended designations if you do so without pause for thought and so on. This one is clearly a change of mind so would not be allowed even if in time.
