Q1: Do you open, and, if so, what? Any second or third options? (Q1B: What's your choice for sexiest option if you don't pass?)
Q2: If you happen to choose 2♥, and IF the auction continues 2NT-P-3NT to you, do you bid 3NT.
Some answers to anticipated questions:
-second seat after a pass (would a different seat change the answer?)
-your team is on par or better (would this matter?)
-IMP scoring, team format, but first board (would this matter?)

OK, w/r I can see a 2♥ opening with Gilbert (he'd open 3 (no joke)).
I don't understand Q2.
With anyone normal this is an obvious pass.

For the record, I was presented with this problem by a friend, and muy choice was pass.
However, when asked about the actual choice at the table (2♥), my response was that a real man opens 3♣ if you are going to open.
In practice, the actual auction went P-2♥-2NT-P-3NT-? At that point, I said, "In for a penny, in for a pound" and suggested 4♣, the action taken at the table for -1100 (the defense slipped a trick).
In fairness, though, 4♦ by partner as a correction actually wins IMPs. (Partner held 5-0-7-1 shape).

FWIW I wouldn't call 2♥ insane, I would just call it a style I would hate to play. However 4♣ on the next round is utterly insane.
