A call is a bid, double, redouble, or pass; if a call hasn't been made, I don't think you can have a "change" of call. So, I wouldn't bar your partner, but there is certainly potentially unauthorized information, and your partner is under an ethical obligation to act accordingly.

As an example:
You thought your lho opened 1♣ and you want to make a weak jump with 2 ♥.
You play the stop card and realize that he did bid 1 ♠ instead.
You have two possibilities: Bid 2 ♥ and pd MUST ignore the stop card and play you in the bidding and in the play for a full value 2/1 overcall in hearts. If he plays you for a weak jump, he will use UI and the TD will give you a bad score.
Or you jump to 3 ♥, so that partner knows you have a weak jump, but obviously this has some downsides too.
But he is surely never barred from bidding.
