Always cue.
If you have agreed to play 3NT as serious 3NT, this would
be even better and more or less automatic.
In this auction 3NT is just asking responder to describe his
hand, call it mark time bid, if you want a classic name.
Of course opener can bid 4S, if he has a dead min. 2C
opener, but this denies p the chance to describe his hand
below 4S, and maybe responders hand improves openers
hand.

I like 3N = balanced slam try (forcing), 4 of a suit = natural slam try. 4S would be unusual but I would certainly bid that with a very minimal 6322 or similar.

depends on what 2♦ is, if it is unlimited I will always cue.
This is one of the sequences where I'd like to play 3NT= no shortness, anything else= shortness.

Not sure what hand you're referring to, most seem to think you're talking about responcer. But it's opener's turn to bid.
I'd cuebid 4♣ as opener over 3♠ by responder, and then 4♦ from responder. To me, 3♠ guarantees the ability to make a cuebid (promises 1+ controls), and over a cuebid by opener asks for that cuebid.
