Definitely to play. I don't know how it can remotely imply spade support. Just remember, you can have all sorts of club hands with no other bid available except 3NT which is where you want to play.

You had 2 chances to raise spades and both times you did not. So 3N denies spade support. If you wanted to show spade support, you raise spades. It is that simple.

4S was a poor choice.
