If partner shows a negative with 2♥, tough decision, whether pass or 2NT, but pass seems right.

This hand is not so strong that I would think we are missing a game if 1♥ is passed out, so there is no need to open 2♣ and possibly have problems thereafter. Is it possible to miss a good game by opening 1♥? Yes, but it is not likely.

Suppose partner has ♥Kx(x) and nothing else. If partner has four clubs, you probably have ten tricks in hearts (5♥, 1♦, 4♣). If partner has two clubs you probably have ten tricks in hearts (ruff the small club in dummy). If partner has three clubs you still have chances (clubs could break 3-3, partner could have ♣J, the long clubs could be with the longer hearts, etc). I don't think partner would bid over 1♥ on the likes of xxxx Kxx xxxx xx or xxxx Kx xxxx Jxx or xxx Kx xxxx xxxx.
And it's not just the heart king; any ace gives you pretty good play for game. The spade king will put game on a finesse if partner has a few hearts.
So if partner will routinely bid over 1♥ with three points and three hearts, or with an ace and two hearts then 1♥ followed by 3♣ seems fine. But if partner typically passes 1♥ with such hands, then opening 2♣ seems like a good idea to me.

It is not impossible that 1♥ generates all pass on a hand where we have game, but the odds are very much against it... we are missing a lot of points and a lot of spades, including all the big ones. Real opps rarely pass these out.
If partner is the type who needs 6 hcp to respond, explain that he or she needs to get with the modern game.
